FY ’14 Request For Procurement

Marine Arctic Ecosystem Study (MARES)

The U.S. Department of the Interior (DOI), on behalf of the Bureau of Ocean Energy Management (BOEM), is soliciting proposals to conduct a research study titled “Marine Arctic Ecosystem Study (MARES) — Ecosystem Dynamics and Monitoring of the Beaufort Sea: An Integrated Science Approach”.  Improved understanding of the Arctic marine environment through integration of physical, chemical, biological and social data (observed and modeled), spatiotemporal dimensions, and management is at the core of this research initiative.  The primary geographical scope of this study is the continental shelf and slope of the Beaufort Sea between the Mackenzie River and Barrow, AK, from the coastline to the 1000m isobath.

BOEM, in cooperation with its funding partners, the National Oceanic and Atmospheric Administration (NOAA), the Office of Naval Research (ONR), the National Science Foundation (NSF), the U.S. Integrated Ocean Observing System (US IOOS), the U.S. Coast Guard (USCG), the U.S. Arctic Research Commission (USARC), the U.S. Geological Survey (USGS), the Marine Mammal Commission (MMC), and Shell Oil Company to advance the overall knowledge of the Arctic marine environment and its role as a driver of marine ecosystem functioning and change..

BOEM anticipates awarding an IDIQ contract as a result of this solicitation, RFP No. M14PS00023 (RFP M14PS00023 Released 13Jun14).  Written proposals must be received not later than 1400 8/5/14.
