Program Update – August 2010
For funding beginning in FY 2011, the National Oceanographic Partnership Program (NOPP), the Office of Naval Research (ONR), and the National Science Foundation (NSF) welcome research proposals on Marine Mammal Detection and Monitoring. The partner agencies are particularly interested in new technologies and systems to detect, identify, locate, and track marine mammals within a specified area with a high level of confidence. Proposals may address one or more of the following topic areas:
Topic 1: Detection, Classification and Localization Algorithms
Topic 2: Active Acoustic Monitoring
Topic 3: Database Services and Computational Capacity
Topic 4: Novel Use of Existing Technologies

Eight projects were recommended for funding through NOPP under the FY 2010 BAA Developing Environmental Protocols and Monitoring to Support Ocean Renewable Energy and Stewardship. The partner agencies (BOEMRE, DOE, and NOAA) were impressed with the quality of the 59 proposals received. NOPP is pleased to announce the draft report from the Attaining Operational Marine Biodiversity Observations workshop, hosted at Ocean Leadership in May 2010, is available for review and comment on the NOPP website at http://www.nopp.org/forum. We hope you will provide constructive commentary and suggestions, as appropriate, to strengthen the overall report and/or individual sections and appendices.
FY 11 NOPP Funding Announcement on Implementation of the U.S. Integrated Ocean Observing System – OPEN
The National Oceanographic Partnership Program (NOPP) presented a poster at the Coastal Society’s 22nd International Conference on Shifting Shorelines: Adapting to the Future in Wilmington, NC on June 15, 2010.
The newly-created Ocean Acidification Task Force, stood up by the Ocean Research and Resources Advisory Panel (ORRAP) in March, met this week at Ocean Leadership to discuss national ocean acidification priorities, analyze federal plans, and begin to formulate recommendations for ORRAP to deliver to the federal agencies.
At its July meeting, ORRAP will formally welcome eight new members and recognize the outstanding service of its five members whose terms are expiring.

Dr. Jane Lubchenco, Under Secretary of Commerce for Oceans and Atmosphere and NOAA Administrator, discussed the connection between biodiversity and ecosystem management in regards to the National Oceanographic and Atmospheric Administration’s responsibilities at the President’s Council of Advisors on Science and Technology (PCAST) meeting on May 21st .
The Biodiversity Ad Hoc Group, of the Joint Subcommittee on Ocean Science and Technology’s (JSOST) Interagency Working Group on Ocean Partnerships (IWG-OP), hosted a workshop on Attaining Operational Marine Biodiversity Observations.
The Interagency Working Group on Ocean Partnership’s Biodiversity Ad Hoc group held their quarterly meeting on April 22, 2010 at the Consortium for Ocean Leadership.
